Bring a pot of water to a boil, add the noodles, and let them cook for about 3 minutes depending on what the packaging says.
When they are cooked, transfer them to a frying pan and pour in the oil, vinegar, soy sauce, and garlic powder.
Mix well so that all the seasonings combine. If you like ginger, grate some over the noodles, or you can use ginger powder. Let them fry for at least a couple of minutes.
Slice the baguette or hot dog bun in half, just as you would when making a hot dog. Place the noodles first and then add a piece of chicken and a piece of cooked fish on top. Garnish the dish with fresh chives and, if you want, with a piece of nori seaweed.
